Signalling to the world at large that if you want to get in on the future train, it's about to leave the station and this is what station it's leaving from.

There's deeper reasons for sure, but this is the simplest metaphor I can think of to describe why they openly signal all their intentions. There's so much noise and confusion everywhere, they presume only those who know what to look for will be able to find their signals.

It seems likely. Occult just means "secret" or hidden but the reasons why the intent of the global masters must be signaled to the global slave class remains hidden to me.
