This time I just tried for different character, and I start with crown shape. While working on it, I was like to draw full character but ended with only face

Software I used :

Adobe Illustrator 2019

Steps :

Below you can see step-wise images of my working, as I told you I start with crown shape, used Pen tool

Face outline and Eye' shape by pen tool

designed plate for eyebrows and nose, using pen tool

mouth, ear etc using pen tool

add some marks on the face

Add long back piece of that crown

Lower the size of back piece, and colored

give stylize color

give it an alien look

You can see the first and second images as my final pieces.
