Unfortunately you still need to get to explorer level 20 and shipyard 13 to be able to build an explorer. Same goes for the battle ships as well, you need to get the ship skill to 20 before being able to use any of them. The blueprint will just allow you to build a slightly different version of the ships once you have the skill.
