I don't know, I definitely feel that evolution of people creates different meaning and perception to the word "sex and gender" I feel that in the old African system, a male is seen as the dominant one, termed with responsibilities and given more opportunities at things like office, franchise and so many things. I may be wrong, but I think the advent of things like gender equality is what spurred a more Sophistication definition of gender redefinition. For example in modern society a woman can redefine their role but acting as probably a provider, who who holds office in government or who plays role she might not have been able to in more archaic societies, but at the end of the day sex and gender is totally different, people cannot change sex as it's biologically default, but gender might be continuously redefined each and everyday. I might be wrong about it though.

There is still quite a bit of confusion regarding 'sex' and 'gender'. From an academic perspective, the definition of 'gender' has diverged from that of 'sex'. However, many people still use the words interchangeably. This becomes even more confusing when 'sex' is replaced by 'gender' in documentation and forms. Western Governments are placing more weight on the usage of gender but at the same time, they are not consistent in how they use it.
