The yearly damages that a certain kind of bird do cause to my rice farm

There are so many hitches that can happen to a farmer and one of those problems is connected to pest infestation on farm crops and farm produce, this infestation can completely ruin the whole work farmers have done on their farm. My rice has started to produce and there is a lot of work to be done at this point and one of it is how to deal with insect infestation on the farm during this critical period.
Birds are one of the most common pest of rice in my place and there are this specific kind of bird that do come in a large amount to eat the rice seedlings that are just maturing, how do they do this? They don't actually eat the seed but rather they suck the sap of the rice while it is still fresh the way this rice seed is formed is that the seeds will first have a covering that is initially fresh, soft and green in nature but then it will later turn brown and hard. Now the infestation takes place at the point where the seed is still soft and succulent, the seed is made of a sweet sap that eventually turns into the rice we eat gradually.
Now imagine how sweet the rice seed is when it matures that's how it taste to them while it is still fresh which is why this very type of birds are drawn to it easily. The modification of their mouth with sharp and beaks that look like pipe makes it easy for them to suck the sap and when they are done what is left of the seed is just the covering that falls off the plant later on.
These birds move in a large flock going from place to place to do this damages once it is moving towards that period and they move to the next farm once they are done with one and this serves as a way to reduces their damages and the way we go about it is by making sure that every farmer in that area tries as much as possible to plant at the same time that way they will eat a reduced amount of it from each farm.
We also make use of scare crows before but it looks like that is not working any more they have already adapted to it already , traps don't normally work on this birds so the first option is the currently the best working option for me although other farmers do go to the farm and spend the whole day chasing this birds away.
