Supernatural Yokai, malevolent or mischievous spirits or spectres (depending on how you want to translate it) are a common enemy in the game. In Japanese folklore they can also be friendly or helpful, but I doubt the developers would use the word "infest" if they meant that.

I think its open to everyone but there could be regional restrictions. If you can't login in via a US IP, try out Windscribe VPN. they have a free option of a gig or two and if you share a Tweet about them on Twitter they give you several more, I can confirm it worked. I ended up subscribing to them but their free VPN is a good option if you just need to trick a website or two. Its also good for Netflix and other regional restricted services.
