War tax changes & new upcoming combined building

About dCity

dCity is a mathematical and trading game based on non-fungible tokens available on Hive-Engine. Players build their own cities with tokens representing buildings, citizens, technologies, and earn income in the form of HIVE (based on ranking) and SIM token (based on city income). There are also cards that players can get only from playing the game like technologies, backgrounds and prevention cards.

Changes in war tax and free citizens chance

Changes have been made to the war tax and the calculation of the chance of getting a free citizen. President can now set war tax in range 0-8 instead of 0 or 10 as it was before. Chance for free citizen is every ~2 hours (Homeless, Immigrants, Student) and formula looks like this:

1% chance = 50 + (war tax * 50) required Popularity

Max cap at 30%. Numbers above will probably change.

New upcoming combined building

A new combined building - Communal Housing - will be implemented next week. To combine it you will need:

30x Basic Home
2x Public Restroom
1x Social Aid Office
1x Free Internet Connection
1x Construction Site

Communal Housing statistics:

Population: 125
Popularity: 30
Workers: 10
Tax Refund: 1

Tax Refund on combined buildings

Three combined buildings now receive 1 tax refund:

  • Entertainment Zone
  • Experimental Lab
  • Transportation Hub

These are the only buildings so far after Church that give 1 tax refund.

So how exactly is the % chance of getting a free citizen calculated...?

Mine is currently dropped to 2% and I was at 30% before....

For every 1% of chance you need 50 + (war tax * 50) required Popularity

I have 555 popularity and I have a 2% drop chance (use to be 30...) My buddy had 55 Popularity and also has a 2% drop chance... Is the calculation messed up or is there absolutely no reason to up my popularity and these cards are useless now? Also the Intensity of war option is pointless. Someone with a 1000 army bases that gets elected will set the war tax at 10% EVERYTIME because that's max benefit to them.

War should be a random event instead of a constant. Otherwise we will be at war 100% of the time, whales don't care about population growth or basic income. Infact the less people get population card and less income the less competition the whales have. This is a huge problem with this game.
