dCity an NFT based game, is just 2+ years old and as it is getting older and new players are joining, there are some cards getting rare. Players who have joined dCity in its initial time are in the most benefit as they must have bought these cards at a very low price as compared to today's price. This is the real game, the longer you stay here, the more benefited you become.
I tried to find out some cards which are in demand due to their use cases, but their availability for sale in the market is very less. Here I will talk about only 1st and 2nd edition cards (only individual cards no combined and loaded cards) which are no longer minting now, and some citizen cards which have a low minting rate.

Cards, which are rare and precious, not only because of their low quantity. Some cards, despite large quantity minting, are in demand because of their excellent use case.
All advance technology cards' minting rate is very low and have exceptional use case, so they are very expensive. Mining Operation cards also have low minting rate and used for bonus SIM income.
Some citizen cards with low minting rates are in demand because of their tax refund value like Eco Activist, Policeman, Lawyer, Professor etc. Addicted Gambler increases Gamer token distribution, while Progamer increases Entry production to 3%
Hackers are new citizen in the city and are expensive due to their upcoming role in datacenters and low minting rate. Hacker are also required to activate Entry Shop.
Some 1st and 2nd edition building cards like Laboratory, Public Restroom, University have important roles to make combined card. Stadium is in demand as it produce Entry tokens.
Some Background/Animation card like Lake is in demand because of its low minting rate as well as it is used in minting combined card Art Museum.
As the game will progress and new players will enter the game ecosystem, rare cards will be rarest and some more cards will be in demand. It all depends on market demand and supply, which make anything rare and expensive.

Sorry, I didn't get what exactly you want to ask but as far as I know "Bag of SIM" will be used in construction of data centres and in future to buy student(debt) card. Please let me know if you were asking something else. Thanks!
The question was, what are the chances of receiving "Bag of SIM" card. Is it tied to creativity or something else..
Right now, I don't think if there is any option to get it, other than buying it.
