You don't quite understand the situation. Russia does not want to disconnect from the Internet. She fears that they will cut her off. Therefore, it is recommended to go to the .ru domain zone, to use DNS servers that cannot be affected in other countries.
In Russia, for a long time there has been a service that blocks individual sites at the provider level. Such as warez torrent trackers (by the way, the blocking was removed from the most popular after the software giants left). Sites of illegal online casinos, it is quite logical that they block sites with illegal pharma, drugs, weapons, CP, sites inciting ethnic hatred and terrorists in packs.
They often make mistakes, the biggest mistake I remember was blocking the cloudflare dns server pool, which led to the unavailability of quite high-quality sites.
So there has been censorship for a long time, but a deliberate disconnection from the whole world - no, this is not about that.
PS I do not defend Russia, as well as my country Belarus. This whole war situation causes problems for the innocent ordinary people and does not cause inconvenience to those who are really guilty.
