Preparation of the city's Theater Square for Christmas

I'm not a wizard or a magician, I'm just learning to be one.
Wednesday is a day for walking.
Yesterday, walking around the Theater Square, I saw that the city Administration still decided to install a Christmas tree and other New Year's attributes - some light arches, children's ice slides made of boards. It seems to me that the decorations will end there. On TV and in other news feeds, the regional Administration spread the news that the citizens of the region themselves were asking the Authorities not to arrange a big celebration of Christmas and New Year. Such an initiative came from the upper echelons of the country's government.
There were years when the city Administration brought ice from another region. These were rich times when oil was expensive. People were amused by this, but it was necessary not to laugh, but to catch thieves by the hand. It has been snowing for 2 days and I think that now it will definitely be enough to sculpt snow figures to decorate the square.
The news announced that 6 million rubles have been allocated to prepare this Square for the holiday. Is it a lot or a little? I remember that 5 years ago they called the amount of 25 million, but then the prices were lower than this year.
By the way, 6 million rubles = 290416 Hive.
At first I thought that the tractor was raking up piles of snow so that it could be used later in the construction of figures on the Square, but it turned out that it was taking snow away from the square. I'm surprised by this! But what about the rule that the snow will melt in the spring? Is it possible that our City Administration has changed something in its head?

Christmas trees began to appear in various places of the city. Once there was even a contest for the best Christmas tree in the city.
But it seems that some companies this year's budget was not designed for the expenses that were formed and instead of Christmas trees near the shops, they used just spruce branches.
